You know how on TV cops arrest someone low-level then prosecutors try to flip him to convict the higher-ups? Jim Henley notices that when it comes to military investigators looking into misconduct in Iraq things go the other way 'round.

Military investigators looking into misconduct in Iraq have a lousy sense of plotting.

They won't get very far as TV writers.

You know how on TV the bad guys are arrested, charged, and convicted all in one hour. Boy, those military investigators sure are slow. (/snark related to getting your knowledge of investigations from TV)

Aside from the snark, this only makes sense if you think that the guy at the top is guilty of something. Apparently Henley, and Matthew, know much better than the investigators whether the guy at the top is guilty of a crime. Funny how they can know that based solely on reading the newspaper. (Ooops, I guess I didn't leave the snark aside. Sorry.)

It's the Republican'ts sense of personal responsibility. Blame someone else.
