I think Biden's real constituency is folks who want unintentional comedy in their presidential races.
Politicians have a wonderful capacity to shrug off the times that they look like complete ijuts. Think of the meter thick rhino hide which protects Bill Clinton's ego. Most people would have folded their hand after the Gennifer Flowers debacle. And that was, in comparison to what would come remorelessly later, a gentle knock, a mother's mild reproof, a bag of feathers.
As for Biden, he's a dope. I presume he's in the race either for reasons that have nothing to do with becoming president. Maybe he likes shaking hands. Or more sinisterly, maybe he wants to backdoor in via the vice-presidency and hope for the quick demise, after the Electoral College meets, of the top of the ticket.
Although I am not a supporter of Senator Biden, it seems to me that his qualifications for the Office of President of the US are at least as good as most of his competitors. They're certainly better then Barack Obamas' who has none.

Yup. And his various motivations make perfect sense to me.
Frankly, I'm always surprised more politicians don't run for President. The only real downsides are the combing of your life history, the risk of failure/mockery, and introducing a potential vulnerability to your re-election races.
But for someone like Biden, why not run? It's all upside and little downside from where he sits.

Qualifications, sure. Constituency, no.

Nevertheless, I find it hard to dislike Biden. What a kook.
