My opinion is that the stock market has been surging in the face of a mediocre economy because of the prospect that the grownups will be back in charge in a couple of years. The market likes the prospect of a Party with Bob Rubins on its bench being back in charge.

There is NO WAY Rudy does not know the 1990s economy was great. Tons of wealth flooded the city he was in charge of. It benefited so much from that economy and made his job, in effect, easier. The people he was addressing, in Silicon Valley... I mean, come on. This is so obvious it need not even be said, but I'll say it: Silicon Valley WAS the 1990s economy.
The only logical reason he would have for saying that was he was talking to the top 1%. Those people actually are better off now than they were in the 1990s.
