Yes it is. What, are you crazy? If being opposed to contraception doesn't make you an opponent of birth control, what does?

And "critical of contraception" not the same thing as saying that not "all health insurance plans for federal employees" should be required "to cover a broad range of birth control"
The only purpose to relaxing those restrictions is to lessen the number of women using birth control. Because different options are more useful either physiologically or by lifestyle, women in plans that don't offer a broad range of choices might not have an option that works for them.
Weakening these restrictions is tantamount to opposing contraception. There's no other purpose to it.
If only they would take this to its logical conclusion and appoint a Secretary of Defense who was opposed to war!
I remember John Paul II's pronouncement that the purpose of the rhythm method was to maximize the number of live births. To give the woman's body time enough to regroup.
So, theoretically opposition to contraception is not the same thing as opposition to birth control. So long as you realize that birth control also means trying to produce a maximum number of babies.
Conservatives would love to roll back Griswold. They don't mind a right to privacy, but it should be reserved for "nice" people not prone to icky behaviors behind closed doors. Manufacturing machine guns in your basement >OK. Getting blow jobs in your bedroom >perverted. Personally I think the best thing for the planet and mankind would be some sort of worldwide malady that rendered everyone sterile. Once it became apparent the clock was running on one last circling of the drain we could just fuck ourselves into oblivion contraception be damned.

Actually Bill the government has your family planned for you already. They're arriving by bus this afternoon and being dropped off on your front lawn after dinner. Helen doesn't photograph well but looks aren't everything. Little Timmy's ADD is under control but NEVER, EVER forget his meds. The dog prefers shitting in the garage to outside but you'll get used to picking up after it.
